


Building Regulations Approval for Structural Alterations, Extensions and Loft Conversions in London
Most homeowners planning a refurbishment think first about design, cost and which contractor to appoint. Building Regulations approval tends to come up later, often only when a structural engineer or contractor mentions it in passing. That's a mistake. On any project involving structural alterations, an extension or a loft conversion, Building Regulations sign-off isn't a formality to tidy up at the end; it shapes what you can build, how it's built, and whether you can sell the property without complications years down the line.
Building Regulations and planning permission are not the same thing
This is the confusion we see most often. Planning permission is about whether a project can go ahead at all: its size, appearance, and impact on neighbours and the local area. Building Regulations approval is entirely separate: it governs how the work is actually built, covering structural stability, fire safety, insulation, ventilation, drainage, electrical safety and accessibility. A project can have full planning permission and still fail Building Regulations if the construction detail is wrong, and conversely, plenty of internal structural work needs no planning permission at all but absolutely requires Building Regulations sign-off. Removing a load-bearing wall to open up a kitchen-diner is the classic example: no planning application needed, but Building Regulations approval is not optional.
What counts as a structural alteration
Any work that affects the structure of a building falls under Building Regulations, whether or not it looks dramatic. That includes removing or altering load-bearing walls, inserting steel beams (RSJs) to open up rooms, underpinning, forming new openings for bi-fold doors, altering roof structures, and building extensions or loft conversions that add new structural elements. It also covers less obvious situations: removing a chimney breast, for instance, changes how loads are carried through a building, and needs proper structural assessment even though it can look like a straightforward strip-out job.
Extensions and loft conversions specifically
Extensions and loft conversions are where Building Regulations detail matters most, because they combine several regulated elements at once: foundations, structural openings, fire escape routes, thermal performance and, for lofts, staircases and headroom. A loft conversion in particular has to satisfy fire safety requirements for the whole property, not just the new room; existing doors on lower floors often need upgrading to fire-rated doors, and a protected escape route has to be created from the loft down through the house. Homeowners are frequently surprised that a project framed as "just converting the loft" ends up requiring changes to doors and landings two floors below. This is exactly the kind of detail that should be identified at scope-of-works stage, not discovered mid-build.
The three approval routes
There are three ways to get Building Regulations sign-off in London, and the right one depends on the project:
-Full Plans application: detailed drawings and calculations are submitted to building control before work starts, and approval (or a list of required amendments) comes back in advance. This is the recommended route for structural work, extensions and loft conversions, since it identifies problems before anyone is on site.
-Building Notice: a simpler notification used for smaller, less complex work where drawings aren't submitted upfront; building control inspects as the work progresses instead. Not recommended for anything structurally significant, since there's no advance check that the design will actually pass.
-Regularisation: used retrospectively, when work has already been carried out without approval. This is more expensive, more disruptive (it can involve exposing completed work for inspection) and should be avoided by planning properly from the outset.
For anything involving a structural opening, an extension or a loft conversion, a Full Plans application is worth the extra time. It gives your structural engineer, contractor and building control inspector the chance to agree the approach before steelwork is ordered or walls come down.
What building control actually checks
Building control inspectors aren't there to slow projects down; their job is to confirm the finished building is safe and compliant. On a structural project, they'll typically want to see:
- Structural calculations from a qualified structural engineer, confirming beam sizes, padstones and foundation design
- Site inspections at key stages: foundation base, damp-proof course level, beam installation, and before work is covered up
- Fire safety provisions, particularly escape routes and fire-rated doors on loft conversions and multi-storey extensions
- Insulation and thermal performance meeting current Part L requirements
- Ventilation and drainage details, especially where extensions alter existing routes
Missing an inspection at the wrong stage, for example covering up steelwork before it's been checked, can mean opening it back up again, which is costly and avoidable with the right sequencing.
The structural engineer's role
A structural engineer's calculations are the backbone of any Building Regulations application involving load-bearing changes. They determine beam sizes, bearing details and foundation requirements, and building control will want these calculations, not just architectural drawings. Getting a structural engineer involved early, at design stage rather than once a contractor is already on site, avoids the common problem of a beautifully designed open-plan layout turning out to need a bulkier beam than the ceiling height allows, forcing a late and expensive redesign.

- Starting structural work without a Full Plans application, then needing retrospective regularisation
- Overlooking fire door and escape route requirements triggered by loft conversions
- Appointing a contractor before a structural engineer has confirmed feasibility, leading to redesign mid-project
- Not obtaining a completion certificate, which can hold up a future sale or remortgage
Completion certificates matter more than people expect
Once work is signed off, you should receive a Building Regulations completion certificate. Conveyancing solicitors ask for this as a matter of course when a property is sold, and its absence for a loft conversion or extension is one of the most common hold-ups in London property sales. If you're planning to sell within the next few years, treat the certificate as a core deliverable of the project, not paperwork to chase up later.
Getting the sequence right from the start
The projects that go smoothly are the ones where Building Regulations strategy is agreed before anyone picks up a tool: structural engineer input at design stage, a Full Plans submission, and a construction programme that builds in inspection points at the right moments.
